Goal handicap

A head start in goals given to one side so the market has two outcomes: -0.5 means the home side must win.
The handicap adds goals to one side's score before settling. Half-goal lines remove the draw (-0.5 is a home win, +0.5 is a home win or a draw); whole lines refund a tie; quarter lines (-0.75) split the stake across the two lines on either side.
get_odds reports the home side's handicap with each side's price, open and close, as each book posted it.
The common mistake
Quarter lines settle in halves, so 'covered' is not a yes or no. get_odds reports only whether the margin beat the line outright; settle quarter lines yourself.
